Notice of Beijing Municipal Commission of Housing and Urban-Rural Development on Delegating the Power of Qualification Examination and Approval over Some Construction Industry Enterprises

To all units concerned,

　　To implement the Opinions of the State Council on Conducting Trials to Improve the Business Environment (Guo Fa [2021] No. 24), further optimize approval services, stimulate the vitality of market entities, relevant matters are hereby notified,

　　I. The qualification licensing powers (including the qualification ratification after enterprise reorganization, merger, division, and inter-provincial change, etc.) of the qualification over following items shall be delegated to the commissions of housing and urban-rural development at the district level, including the Second Grade Qualifications of Professional Contractor for Electrical and Intelligence Project, the Second Grade Qualifications of Professional Contractor for Fire Facility Project, the Second Grade Qualifications of Professional Contractor for Water-proof, Corrosion-proof and Insulation, the Second Grade Qualifications of Professional Contractor for Building Furnishing and Decoration, the Second Grade Qualifications of Professional Contractor for Curtain Wall Construction, the Qualifications of Professional Contractor for special engineering.

　　II. The administrative power shall be delegated at the same time, including corresponding review of above qualifications, and investigation and punishment to violation of any law or regulation. All district commissions of housing and urban-rural development shall innovate regulatory methods, enhance interim and ex post supervision.

　　III. The Notice shall come into effect as of March 1, 2022
