Notice of Beijing Municipal Commission of Housing and Urban-Rural Development on Adjusting Quotas for Processing of Construction Permits for Construction Projects of Beijing Municipality

　　Commissions of Housing and Urban-Rural Development of various districts, Commissions of Housing and Urban Development of Dongcheng, Xicheng and Shijingshan District, Construction and Development Bureau of Beijing Economic-Technological Development Area, and related units:

　　In order to continuously optimize the business environment of Beijing Municipality, further deepen the reforming of government functions, and implement the relevant regulations of Measures of Beijing Municipality for the Permit of Project Construction (Order No. 139 of the People's Government of Beijing Municipality, amended by Order No. 300 of the People's Government of Beijing Municipality on October 1, 2021), after being filed with the Ministry of Housing and Urban-Rural Development, Beijing Municipal Commission of Housing and Urban-Rural Development decides to adjust the scope of construction projects of Beijing Municipality that may be allowed not to apply for construction permits. Relevant matters are hereby notified:

　　I. From December 1, 2021, for a construction project in the administrative areas of Beijing Municipality whose investment is less than 1,000,000 yuan (inclusive) or whose construction size is less than 300 square meters (inclusive) (hereinafter referred to as the “projects below the quotas”, the construction unit may be allowed not to apply for a construction permit.

　　II. No unit or individual may divide the construction project for which the construction unit shall apply for a construction permit into a number of construction projects below the quotas so as to shun applying for construction permits.

　　III. The municipal and district-level competent administrative departments of housing and urban-rural development shall intensify law enforcement and inspection, tighten the interim and ex post supervision according to the Notice of Beijing Municipal Commission of Housing and Urban-Rural Development on Strengthening and Standardizing the Interim and Ex post Supervision over the Approval of Construction Permits for Construction Projects of Beijing Municipality (Jing Jian Fa [2019] No. 435). For projects below the quotas, relevant departments under the principle of territorial administration shall improve the management, service and guidance and urge the construction unit, responsible entities concerned and relevant personnel to substantially perform their quality and safety responsibilities according to relevant regulations.
