Notice of Ten Departments Including Beijing Municipal Commission of Housing and Urban-Rural Development on Issuing the Provisions on Further Streamlining Joint Acceptance of Final Completion of Construction Projects

  To deeply optimize and continue to promote the reform of joint acceptance of final completion of construction projects, expand the range of target beneficiaries of the reform, insist on improving the facilitation and fulfillment for construction units to apply for joint acceptance, and further optimize the joint acceptance of final completion of construction projects by measures such as streamlining acceptance items, shortening the processing time, piloting unit project acceptance, ten departments including Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Civil Air Defence Office, Beijing Municipal Market Regulation Administration, Beijing Water Authority, Beijing Municipal Archive Bureau, Beijing Municipal Commission of Transport, Beijing Municipal Commission of City Management, Beijing Communications Administration, Beijing Municipal Administration of Government Services have jointly formulated the Provisions on Further Streamlining Joint Acceptance of Final Completion of Construction Projects. Provisions on Further Streamlining Joint Acceptance of Final Completion of Construction Projects

  To further specify the implementation of the Interim Procedures of Beijing Municipality for Administration of Joint Final Inspection of Housing Construction and Municipal Infrastructure Projects (Jing Jian Fa [2020] No. 10), expand the range of target beneficiaries of the reform of joint acceptance of final completion, improve the efficiency and quality of application of joint acceptance of final completion, create a more convenient environment of joint acceptance of final completion for enterprises, the Provisions are formulated, taking into consideration the actual situation of Beijing Municipality.

  I. Streamlining and Optimizing Acceptance Items and Improving the Efficiency of Approval for Joint Acceptance

  (I). Streamlining the registration items for the use of special equipment

  The registration items for the use of special equipment are no longer included in the joint acceptance. The construction unit shall organize the installation unit, the user and other relevant units, as per the Special Equipment Safety Law of the People's Republic of China, go through supervision and inspection procedures in time to make sure the special equipment pass the supervision and inspection before delivering it for use.

  (II). Optimizing acceptance items for supporting water-saving facilities

  In accordance with the spirit of the Notice of the Administrative Approval System Reform Office of the People's Government of Beijing Municipality on Introducing the Second Batch of Notification-Commitment Approval Items (Jing Shen Gai Ban Fa [2020] No. 13), a mechanism of notification-commitment approval shall be implemented for the acceptance of final completion of supporting water-saving facilities for construction projects. The construction unit, when applying for joint acceptance of final completion, shall submit the Letter of Comprehensive Notification and Compliance Commitment for Joint Acceptance of Final Completion of Beijing Construction Projects, which contains the notification-commitment content of the condition of supporting water-saving facilities. The competent department of water affairs shall conduct the verification of the water-use quotas and law enforcement inspections of water saving to strengthen ex post supervision. Meanwhile, such two steps as submission by construction units and approval by the competent department of water affairs shall be canceled.

  II. Specifying the Acceptance Processes of Low- and General-risk Projects and Shortening the Handling Time

  (I). Low-risk construction items of general projects

  For the low-risk construction project whose comprehensive risk level is determined by the construction unit or its entrusted construction unit through the Classified Risk Control Platform of Beijing Housing Construction and Municipal Infrastructure Projects, the acceptance process is: the construction unit applies for joint acceptance. After the application gets accepted, on the first working day, the department of housing and urban-rural development and the relevant enterprise agree on the time of on-site acceptance, and the on-site acceptance will be conducted by all the acceptance departments at the same time, lasting no more than 1 day. The acceptance department shall also issue acceptance opinions in a timely manner on the approval platform.

  The limit of handling time shall be 7 days from the date of acceptance of the application, shortened from the current 15 days.

  (II). Construction projects of general risk

  For the general-risk construction project whose comprehensive risk level is determined by the construction unit or its entrusted construction unit through the Beijing Classified Risk Control Platform for Housing Construction and Municipal Infrastructure Projects, the acceptance process is: the construction unit applies for joint acceptance. After the application gets accepted, on the first working day, the department of housing and urban-rural development and the relevant enterprise shall agree on with the time of on-site acceptance, and the on-site acceptance will be conducted by all the acceptance departments at the same time, lasting no more than 3 day. The acceptance department shall also issue acceptance opinions in a timely manner on the approval platform.

  The limit of handling time shall be 7 days from the date of acceptance of the application, shortened from the current 15 days.

  III. For Industrial Workshops and Warehouse Projects, Piloting Joint Acceptance of the Unit Project

  To put enterprises into production and operation as soon as possible, the joint acceptance for industrial workshops and warehouse projects shall be carried out per unit project. The unit project passing the acceptance can proceed to the next process or be put into production and operation.

  (I). Scope of application and time limit of handling

  The project shall be divided into one or more unit projects, according to the project details on the building construction permission certificate. If the whole project fails to meet the requirement of joint acceptance, joint acceptance may be conducted in advance on a unit basis over its unit projects whose nature of use is industrial workshops or warehouse, through Beijing Online Approval and Supervision Platform for Investment Project.

  The time limit for handling shall be determined according to the comprehensive risk level of the project. For low-risk and general risk projects, the time limit shall be 7 days as of the date when the application is approved, and for high-risk and major-risk projects, the time limit shall be 15 days as of the date when the application is approved.

  (II). Requirements for joint acceptance of final completion

  1. The equipment and facilities are completed, pass the acceptance or can be put into use.

  The municipal service facilities of the unit project, such as water supply, drainage, gas, heating, electricity, and communications have passed the acceptance of final completion by municipal service enterprises, and have met the conditions for access and connectivity when municipal service enterprises carrying out the joint acceptance; elevators and other special equipments can be put into use; surrounding roads have enough traffic conditions.

  2. Meeting the requirements for planning acceptance.

  Buildings, structures, and other facilities within the scope of the land use and land expropriation for the project have been dismantled; the public land expropriation for the project shall be completed before the acceptance, and transferred to relevant departments at the same time.

  3. Meeting the requirements for fire protection acceptance or record.

  (1). Being in accordance with Article 27 of Interim Provisions on the Management of Fire Protection Design, Review and Acceptance of Construction Projects (Order No. 51 of the MoHURD): the fire protection design of the project and fire protection items as agreed in the contract have been completed; the relevant project has complete technical archives on project fire protection and construction management materials (including reports on into-spot tests of construction materials, components, fittings and equipment related to fire protection); the construction unit has passed the inspection of sub-parts and sub-projects concerning fire protection; The units of construction, design, project supervision and technical service, etc have confirmed the fire protection of the project is up to relevant standards; the fire protection facilities have passed the joint debugging and testing of the performance of fire protection facilities and system functions.

  2. The construction unit shall organize the inspection and examination on fire protection according to laws and regulations, making conclusions based on the actual situation of the project, and taking responsibility for such conclusions.

  3. The design contents of public fire-fighting facilities including fire-fighting driveways, operation site for fire-fighting vehicles, elevated fire-control water tanks, fire-fighting pools, fire-fighting pump rooms, fire-fighting control rooms, outdoor fire hydrant systems, power substation and distribution rooms, etc have been finished and the intended functions of such facilities can be achieved.

  4. Meeting the requirements for applying for fire protection acceptance of special construction projects and fire protection record of other construction projects as in the Interim Provisions on the Management of Fire Protection Design, Review and Acceptance of Construction Projects (Order No. 51 of the MoHURD).

  (III). After passing the acceptance, strengthening safety protection to ensure physical segregation

  Safety protection shall be made between the unit project that has passed the joint acceptance and that not passed. The protection standard shall meet the requirements of enclosure setting to ensure the unit project that has passed the acceptance has independent space for use.

  IV. Work Requirements

  (I). Beijing Municipal Commission of Housing and Urban-Rural Development, together with Beijing Municipal Administration of Government Services and Beijing Economic Information Center, shall be responsible for the functional adjustment for the application and handling platform for joint acceptance, to make sure the orderly connection between the application of the construction unit and the approval of the acceptance department; shall also make the functional adjustment for joint acceptance approval end and the Classified Risk Control Platform.

  (II). Beijing Municipal Commission of Planning and Natural Resources shall be responsible for the functional adjustment for the real estate registration system, to make sure the construction unit can apply for real estate registration after the unit project passing the joint acceptance of final completion.

  (III). The Notice shall come into effect as of November 25, 2021.
