北京市大型公共建筑能耗比对和信息披露

Comparison of energy consumption in large public buildings in Beijing and information disclosure

 

北京市建筑节能工作在十二五期间面临巨大压力和挑战,其中公共建筑节能改造是节能工作的重点区域。本项目提供基于实际建筑能耗数据的建筑能耗比对工具,力争提高全社会对能耗比对工具的认可,推动市场积极参与建筑能耗评价,并用于指导公共建筑节能改造工作,促进公共建筑能效水平的不断提升,逐渐形成不断完善的建筑能耗评价体系,最终实现公共建筑节能由政府主导转变为由市场主导的可持续发展模式。

Beijing faces huge pressure and challenges in energy conservation in buildings during the 12th Five-year Plan period, with the improvement of energy conservation in public buildings as the key area for energy conservation. The project offers tools for comparing energy consumption in buildings based on actual energy consumption data, with the aim to increase social recognition of the tools for comparing energy consumption and advance market participation in evaluating energy consumption in buildings. The project is also aimed to guide reconstruction of buildings for better energy efficiency, promote constant improvement in energy efficiency in public buildings, enhance the system for evaluating energy consumption in buildings and finally achieve the transformation from government dominated energy conservation in public buildings to the sustainable development model dominated by the market.

4)开发公共建筑能耗比对工具和数据库的维护机制

北京市低碳城市形态研究

Research on the Forms of Low-carbon Cities in Beijing

 

未来20年北京仍然面临快速城市化的挑战,形成一种更加低碳的城市形态和结构有助于建设更加可持续和可适应的城市。本项目对涉及到建筑能耗的低碳城市空间形态进行研究,分析城市规划设计及建设年代与城市形态特征、功能与能源消耗特点之间的关系,得出最低碳、最适宜的城市规划设计原则,并对引导城市建设低碳化提出规划政策建议。

Beijing will still face the challenge from rapid urbanization in the next two decades. So, developing the urban form and structure based more on low carbon will help build Beijing into a more sustainable and adaptable city. The project studies the spatial form of low-carbon cities involving energy consumption in buildings, analyses the relations between urban planning and construction periods on one hand and the forms, functions and energy consumption of cities on the other hand, concludes the design principles for urban planning that is most suitable and most low carbon oriented, and offers policy suggestions regarding construction of low-carbon cities.

1)对北京市城市空间形态指数进行估算;

Estimate the indices for the spatial forms of Beijing ;

 

2)对城市空间形态对建筑运行能耗的影响进行研究;

Study the influence of the spatial form of the city on energy consumption in buildings;

 

3)对城市空间形态特征与地方规划标准、管理规定和实践之间的联系进行研究;

Study the relations between the spatial form of the city on one hand and local planning standards, management regulations and practices on the other hand;

 

4)对低碳导向的城市空间形态提出规划建议。

北京市《公共建筑节能设计标准》修订研究

Research on the revision of the Design Standards of Beijing for Energy Conservation in Public Buildings

 

预测到2015年北京市城镇建筑能耗将占全社会能源消耗总量的33.6%,其中大型公共建筑耗电增长趋势突出。研究提高北京市大型公共建筑和商业建筑能源利用效率,从源头降低大型公建的电耗非常重要。北京市将通过提高公共建筑围护结构保温性能、加强建筑物自身的被动措施、设计合理的机电设备系统、提高机电设备系统的用能效率、充分利用余热能和可再生能源等进一步提高公共建筑的节能设计标准。本项目通过研究比较国际公共建筑节能设计理论与实践成果,为北京市《公共建筑节能设计标准》的修订提供参考数据,提出基本思路和技术路线建议。

It is estimated that energy consumption in urban buildings of Beijing will account for 33.6% of the total social energy consumption by 2015, and large public buildings will show a particularly notable trend in energy consumption increase. Therefore, it’s important to study how to improve energy use efficiency in large public buildings and commercial buildings and lower power consumption in large public buildings at its source. Beijing will further improve the standards for energy conservation design in public buildings by increasing heat insulation of the enclosing structures of public buildings, strengthening the passive measures of buildings, designing reasonable mechanical & electronic equipment systems, enhancing energy use efficiency of mechanical & electronic equipment systems and making full use of waste heat energy and renewable energy. By comparing the theories and practices of energy conservation design in foreign public buildings, this project offers reference for revision of the Design Standards of Beijing for Energy Conservation in Public Buildings in Beijing and gives suggestions on guidelines and technical routes.

 

本项目的工作任务包括以下几个方面:

1)研究确定北京市公共建筑节能设计标准的节能目标;

Define the energy conservation objectives in the design standards for energy conservation in public buildings in Beijing ;

 

2)研究论证公建中各种用能系统、可再生能源的设计方法、评价指标和技术措施;

Study and verify the design methods, assessment indicators and technical measures for various energy consuming systems and renewable energy in public buildings;

 

3)确定北京市公共建筑的能源消耗水平;

Identify the energy consumption level for public buildings in Beijing ;

 

4)编制公共建筑节能设计标准的配套图集;

Develop the drawings as a complement to the design standards for energy conservation in public buildings;

5)宣贯和培训新版公共建筑节能设计标准。

绿色建筑管理信息化平台建设及推广

Construction and scaling-up of the information platform for green building management

 

建设绿色建筑信息化管理平台,是北京市推动绿色建筑发展的重要基础工程之一。信息化管理平台将实现绿色建筑标识评价工作的信息化流程、在线化操作、规范化管理,创建北京市绿色建筑权威信息发布平台,整合北京市绿色建筑业界有效资源,为绿色建筑从业人员创造一个学习、交流的空间,并吸引投资者和消费者一起来关注绿色建筑、推广绿色建筑、建设绿色建筑。

Building the information platform for green building management is among the essential projects intended to advance development of green buildings in Beijing . The information platform will help achieve the “information-based process, online operation and standardized management” for assessment of green building marks, offer an authoritative platform for release of information about green buildings and integrate effective resources in the green building industry. It will also provide green building workers with opportunities for learning and exchanges, and make more investors and consumers focus on, scale up and construct green buildings.

 

本项目的工作任务包括以下几个方面:

The project includes the following tasks:

 

1)构建一个绿色建筑标识评价在线申报与评审系统;

Establish an online application and review system for evaluating green building marks;

 

2)构建一个绿色建筑项目管理系统;

Establish a system for managing green building projects;

 

3)构建一个北京市绿色建筑信息网络平台(含绿色建筑案例库、技术库、产品库、

专家库、知识库等)(面向所有用户);

Establish a citywide network platform for green building information (including green building case database, technology database, product database, expert database and knowledge database) (for all the users);

 

4)组织培训推广应用绿色建筑管理信息化平台。

Organize training and application of the green building management information platform.


 

 

修订《北京市建筑节能管理规定》地方性法规研究

Study on the Revised Local Regulation of the Provisions of Beijing Municipality on Administration of Building Energy Conservation

 

《北京市建筑节能管理规定》(市政府第80号令)实行十多年来对推进本市的建筑节能工作发挥了重要作用。2007年全国人大修订《中华人民共和国节约能源法》和国务院发布《民用建筑节能条例》、《公共机构节能条例》为标志,建筑节能工作进入新阶段。 2012 9月,修订《北京市建筑节能管理规定》正式通过北京市政府法制办立项审查,确认纳入 2013 年立法计划。本项目针对修订及发布地方性法规的重要立法问题,如推进绿色建筑和绿色建筑园区建设,推进住宅产业化、公共建筑能耗限额管理等,通过实地考察国内外相关地区经验、评估政策效果、凝练立法思路,分析利益相关方意见等,为修订地方法规提供技术支撑,为《北京市民用建筑节能条例》的立项作前期准备。

For over ten years, the Provisions of Beijing Municipality on Administration of Building Energy Conservation (No. 80 Decree of Beijing Municipal Government) has played an important role in promoting the building energy conservation in Beijing . Marked by the revision of the Law of the People's Republic of China on Energy Conservation by the National People’s Congress in 2007 and the promulgation of the Regulation on Energy Conservation in Civil Buildings and the Regulations on Energy Conservation by Public Institutions by the State Council, the building energy conservation has stepped into a new stage. In September 2012, the revised Provisions of Beijing Municipality on Administration of Building Energy Conservation was formally adopted by the project review of the Legal Affairs Office of the People’s Government of Beijing Municipality and confirmed to bring into the legislation plan of 2013. Directed towards such important legislative issues concerning revision and promulgation of local regulations as promoting the construction of green buildings and green building parks and the administration of housing industrialization and energy consumption limit of public buildings, the project provides technical support for revising local regulations and makes pre-job preparation for the project establishment of the Provisions of Beijing Municipality on Administration of Building Energy Conservation by means of making on-the-spot investigation on relevant regional experiences abroad, evaluating policy effects, promoting housing industrialization, concentrating legislative thinking and analyzing opinions of interested parties.

(1)    国际其他先行国家和城市建筑节能政策与立法调研

Research on policies and legislation on building energy conservation in other leading countries and cities;

(2)    北京市推进绿色建筑和绿色建筑园区经济政策与行政措施调研

Research on economic policies and administrative measures of Beijing Municipality on promoting green buildings and green building parks;

(3)    住宅产业化建设施工与产业保障的推进机制的调研

Research on promotion mechanism on housing industrialization construction and industrial safety programs;

(4)    北京市公共建筑能耗限额管理工作方案的调研

Research on work program of Beijing Municipality on the administration of energy consumption limit of public buildings;

(5)    《北京市民用建筑节能条例》立项必要性及立法需求、立法总的内容的调研

Research on the project Necessity, legislative need and legislative contents of the Regulation of Beijing Municipality on Energy Conservation in Civil Buildings.

 

 

北京市《绿色建筑工程施工验收规范》地方标准编制调研及制定

Research on the Preparation of Local Standard of the Code for Acceptance of Engineering Construction of Green Buildings of Beijing Municipality and the Policy Formulation

 

为完善北京市绿色建筑政策管理体系、强化绿色建筑技术的具体落实、保障绿色建筑工程质量和实施效果,北京市质量技术监督局制定《2013年北京市地方标准制修订增补项目计划》,将北京市《绿色建筑工程施工验收规范》纳入此次修订增补项目计划,作为北京市一类推荐性标准批准起草制定。本项目通过对绿色建筑标识项目实地调研、法规政策实施效力调研和参考国外相关标准规范等方法,总结施工验收中应把控的重点环节、实际运行中存在的问题,为落实绿色建筑设计要求、保障绿色建筑真正实现实效化收益化提供竣工阶段的验收评估手段,研究制定北京市《绿色建筑工程施工验收规范》和《北京市绿色建筑运营管理技术指南》。

In order to improve the policy management system of Beijing Municipality on Green buildings, strengthen the concrete implementation of green building technologies and safeguard the construction quality and implementation effect of green buildings, Beijing Municipal Administration of Quality and Technology Supervision made the Program of Beijing Municipality on Promulgation, Revision and Supplementary Items of Local Standards in 2013 to bring the Code for Acceptance of Engineering Construction of Green Buildings of Beijing Municipality into this program and approve its preparation and promulgation as the Grade I recommended standard of Beijing Municipality. Through the on-the-spot investigation on green building label project, research on the implementation effects of laws, regulations and policies and reference to relevant standards and codes abroad to make a summary of the key links to be controlled during construction acceptance and issues in practical application, the project provides the acceptance and evaluation means in the completion stage for the implementing the design requirements of green buildings, safeguarding the realization of actual effects and Profitability of green buildings, and studies and promulgates the Code for Acceptance of Engineering Construction of Green Buildings of Beijing Municipality and the Technical Guideline of Beijing Municipality for Operation and Management of Green Buildings.

1)北京市绿色建筑技术应用落实情况和运行实施效果调研

Research on the application and implementation effects of green building technologies in Beijing ;

2)北京市绿色建筑管理体系的实施效力及相关政策落实情况调研

Research on implementation effects of the management system of Beijing municipality on green buildings and the implementation of relevant policies;

    (3)《北京市绿色建筑运营管理技术指南》的起草及制定

Preparation and promulgation of the Technical Guideline of Beijing Municipality for Operation and Management of Green Buildings;

4)对绿色建筑的质量控制要求及常规建筑的质量控制要求进行对比研究

Contrastive study of quality control requirements on green buildings and conventional buildings;

5)北京市《绿色建筑工程施工验收规范》的起草及制定

Preparation and promulgation of the Code for Acceptance of Engineering Construction of Green Buildings of Beijing Municipality.
